Lt. Mikhail Victor (based on Russian Михаил Викторович) was a member of the U.B.C.S. (Umbrella Biohazard Countermeasure Service), who accompanied Carlos Oliveira and Nicholai Ginovaef to Raccoon City in 1998 to deal with the tyrant virus outbreak. Unlike Nicholai, Mikhail did not know their true objective. When first seen in Resident Evil 3: Nemesis, Mikhail is seriously injured inside the Trolley Car, watched over by both Carlos and Nicholai. Whether he was injured due to a zombie attack or an attempted assassination by Nicholai is ambiguous, however he went into shock after his escape and kept thinking he was back in battle.
Mikhail's character begins to develop when he is later seen fending off approaching hordes of zombies despite his injuries. He either uses a grenade or a nearby exploding barrel to kill the oncoming undead. After being scolded by Jill Valentine for taking unnecessary risks, he retorts that none of the events at Raccoon City were caused by the U.B.C.S. and expresses survivor's guilt. As squad leader, he feels remorse for not being able to save his men, and for not being able to fight alongside the others due to his injuries. Jill tells Mikhail that he has fought and earned his rest.
After Jill and Carlos find the right components needed to get the trolley car moving, the three of them take a ride to the St. Michael Clock Tower. Before arriving, the cable car is attacked by Nemesis who manages to get in the posterior cable car. As Jill goes back into the second car and spots Nemesis, Mikhail, still seriously wounded, demands that she leave the cable car as he takes on Nemesis with an M4 Carbine. After running out of ammunition and being brutally beaten down by the creature, Mikhail takes a grenade from his vest and pulls the pin in an sacrificial attempt to kill the Nemesis and save Jill and Carlos. Despite his effort, the Nemesis survives the explosion and continues hunting Jill.
Mikhail makes one last appearance in the extra Mercenaries mini-game after beating the game as a playable character.
