The International Crisis Prevention Agency or ICP is a clandestine international private military organization/Private Intelligence Organization/United Nations Non-Government/intergovernmental agency, and is funded by the Federation of Pharmaceutical Companies, Atlas Corporation, International Robotics Commission, Vector Industries, GN MRD, and many counties around the world in response to the Black Mesa Incident. Originally operating as an international cover for the DUP, but the developed iinto an international interjectional organization. They are often called for rescue operations during bio-hazard outbreaks. They were the first to organize retaliation against RIFTs, and provide security and reinforcements against invasaions by the Void and other threats.
