A year after Resident Evil 3 Jill Valentine was following fugitive, Dead Hand, from Umbrella in a small town in Oklahoma. She had been following him for several weeks. She read about his history in an Umbrella lab as being one of the only survivors of a new Umbrella experiment code time bomb.
