Carla Laker was a R.E.X. group leader who had helped in retrieving a sample of T from the Chicago Facility. She was the one who had dropped a sample of the T-virus which had infected a newly dead guard dog and caused a massive outbreak, she had survived part of the outbreak but was later killed by a Tyrant known as Salem. She attempted to kill young Kevin Coen a rookie cop who was on his first mission. She had a special Bonus chapter in Resident Evil: Horror Unleashed where she can be picked as a character to play as during the chapter which explains more of what had occurred to cause the outbreak.
